The New Mexico Legislative Lottery Scholarship

The New Mexico Legislative Lottery Scholarship is automatically awarded to qualified students beginning the second semester of their freshman year. No application is necessary; however, we strongly recommend that you complete a FAFSA (Free Application for Federal Student Aid).

Qualification

  • New Mexico resident.
  • Effective for new students incoming Fall 2018, due to new legislation, students must enroll at NMSU within 16 months following:
    • Graduation from a New Mexico high school
    • Earning a New Mexico certificate of completion
    • Receiving a New Mexico high school equivalency credential. (Home-school students must have a high school equivalency credential dated prior to the entering semester.)
  • Seeking a degree
  • Pass 15 graded credit hours by the end of the first semester (12 credit hours at a 2-year institution).
  • Earn a 2.5 GPA or greater for the first semester.

Renewal

  • Complete 15 graded credit hours each semester (12 credit hours at a 2-year institution)
  • Maintain a 2.5 cumulative GPA or greater
  • Maintain consecutive enrollment

This scholarship is valid for seven semesters total (three at a 2-year institution and transferable to a 4-year university) or until you earn a bachelor’s degree, whichever comes first.

The scholarship amount for all students is the same. The amount of the Lottery Scholarship is set annually by June 1 by the New Mexico Higher Education Department and can only be applied to tuition. Students are responsible for unpaid tuition and fees, unless other scholarships or grants cover these costs.

Lottery Scholarship Appeal Process

If renewal requirements for the Lottery Scholarship are not met, the student has the right to appeal the loss of eligibility for the scholarship.

  • If an appeal is submitted AND approved, the student will be put on probation for the following semester of enrollment. During the probationary semester, the student will be required to meet renewal criteria for the Lottery Scholarship. If renewal requirements are met during this semester, Lottery will be reinstated for the next semester of enrollment. If renewal requirements are not met, the student will lose Lottery funding eligibility for future terms of enrollment. NOTE: Students will NOT receive Lottery funding during the probationary semester, and the probationary semester will count as one of the seven semesters for which a student may receive the Lottery.
  • If an appeal is submitted AND denied, the student will lose eligibility for the Lottery Scholarship.
  • If a student does not pass enough credits to meet Lottery eligibility requirements in the Spring semester ONLY, the student may make up the credits by taking courses in the Summer.

To submit an appeal, fill out the Financial Aid Appeal Form. In addition to the Appeal Form, you will need to submit a separate typed document explaining the circumstances that prevented you from maintaining the renewal requirements, and any additional documentation that supports your explanation. Please read all instructions on the form in order to submit the appeal correctly.

New Mexico Legislative Lottery Scholarship

Qualifications: New Mexico resident; immediately enroll in postsecondary after receipt of high school diploma from an accredited New Mexico high school or GED.

Eligibility Criteria for Legacy Students (those who have received lottery for 3 or more semesters before Fall 2014): Complete a minimum 12 credit hours with a minimum 2.5 GPA each semester.
Amount: Tuition (or some portion thereof as determined by the Higher Education Department annually) for a regular semester of full time enrollment for up to eight (8) consecutive semesters of undergraduate eligibility.

Eligibility Criteria for New Students (those who have less than 3 semesters of lottery before Fall 2014): Enroll for and complete a minimum 15 credit hours with a minimum 2.5 GPA each semester.

Amount: Tuition (or some portion thereof as determined by the Higher Education Department annually) for regular semester of full-time enrollment upon completion of 15 credit hours with a 2.5 GPA for up to seven (7) consecutive semesters of undergraduate eligibility.

Deadlines & Application: Immediately enroll in postsecondary after receipt of a high school diploma from an accredited New Mexico high school or GED. No application required. Transfer students must submit a NM Scholarship Transfer Transcript form from prior school awarding lottery.

Presidential Gold Scholarship

Qualifications: New Mexico resident; immediately enroll in postsecondary after high school graduation from an accredited New Mexico high school.

Eligibility: 3.75 HS gpa and 25 ACT

Amount: $4,500 ($2,750 first semester / $1,750 second semester)

Will convert to Legislative Lottery Scholarship second and subsequent eligible semesters; plus $1,250 campus housing, board and book allowances with completion of 15 credit hours and 2.5 gpa first semester.

Otherwise, $1,750 second semester: renewable for an additional 7 semesters at $750 per semester with completion of 15 credits and 2.5 gpa second and subsequent semesters or $1,750 per semester with completion of 15 credits and 3.0 gpa in second and subsequent semesters.
Deadlines & Application: Admission process must be complete by March 1st; thereafter, complete the NMHU scholarship application process, awards may be made pending the availability of funds.

Presidential Silver Scholarship

Qualifications: New Mexico resident; immediately enroll in postsecondary after high school graduation from an accredited New Mexico high school.

Eligibility: 3.5 HS gpa and 22 ACT
Amount: $3,500 ($2,250 first semester/ $1,250 second semester)

Will convert to Legislative Lottery scholarship second and subsequent eligible semesters; plus $750 campus housing and book allowance with completion of 15 credits and a 2.5 gpa first semester.

Otherwise, $1,250 second semester: renewable for an additional 7 semesters at $750 per semester with the completion of 15 credits and 2.5 gpa in the second and subsequent semesters or $1,250 per semester with completion of 15 credits and 3.0 gpa in second and subsequent semesters.
Deadlines & Application: Admission process must be complete by March 1st; thereafter, complete the NMHU scholarship application process. Awards may be made pending the availability of funds.

Dean’s Scholarship

Qualifications: New Mexico resident; immediately enroll in postsecondary after high school graduation from an accredited New Mexico high school.

Eligibility: 3.0 HS gpa

Amount: $2,300 ($1,650 first semester / $650 second semester)

Will convert to Legislative Lottery scholarship second and subsequent eligible semesters; plus $150 book award second semester with completion of 15 credits and 2.5 gpa first semester.

Otherwise, $650 second semester and renewable for an additional 7 semesters at $650 per semester with completion of 15 credits and 2.5 gpa in second and subsequent semesters.
Deadlines & Application: Admission process must be complete by March 1st; thereafter, complete the NMHU scholarship application process. Awards may be made pending the availability of funds.

Freshman Success Scholarship

Qualifications: New Mexico resident; immediately enroll in postsecondary after high school graduation from an accredited New Mexico high school.
Eligibility: HS GPA of 2.5 to 2.99.
Amount: $1,500 ($1,000 first semester/ $500 second semester)

Will convert to Legislative Lottery Scholarship second and subsequent eligible semesterswith completion of 15 credit hours and 2.5 gpa.

Otherwise, $500 for second semester and renewable for an additional 7 semesters at $500 per semester with the completion of 15 credits and a 2.5 gpa.
Deadlines & Application: Admission process must be complete by March 1st; thereafter, complete the NMHU scholarship application process. Awards may be made pending the availability of funds.

College Incentive Grant

Qualifications: New Mexico resident; immediately enroll in postsecondary after high school graduation from an accredited New Mexico high school.
Eligibility : HS GPA 2.0 to 2.49
Amount: $1,000 ($500 per semester)

Will convert to Legislative Lottery Scholarship second and subsequent eligible semesters with completion of 15 credits and 2.5 gpa.

Otherwise, $500 for second semester and renewable for 7 additional semesters with completion of 15 credit hours and 2.5 gpa in the second and subsequent semesters.
Deadlines & Application: Admission process must be complete by March 1st; thereafter, complete the NMHU Scholarship application process. Awards may be made pending the availability of funds.
